Property Tax Rebates
A relatively new law allows cities and counties to designate "Neighborhood
Revitalization Areas" for the purpose of providing property
tax rebates to property owners that make improvements. The law provides
"rebates" since the state constitution restricts the use
of property tax exemptions. Also, the "rebates" are limited
to real estate improvements and the taxable value of business personal
property is not eligible for the rebate. The law allows for the
rebates to be given on all taxes resulting from new improvements
for up to ten years and for all classes of property (commercial,
industrial and residential). .
To be eligible the property owner must make application BEFORE
construction begins. This is usually done with or upon approval
of the building permit allowing the improvements. After application
is made, the property owner must notify the County Appraiser that
the improvements are complete.
The property owner must pay the taxes assessed and then a "rebate"
will be calculated and paid automatically be made by the county
to the taxpayer per the schedule established by the city that designated
the area.
