February 1st, 2010 Leavenworth County Development Corporation (LCDC) is pleased to announce the location of a new business to Leavenworth. Central Bag Company is moving its business from Kansas City, Missouri to the former Hallmark Select Products building. After renovations to the building are complete, the company will bring its 17 existing employees to Leavenworth this year with plans to increase that number to 75 over the next 5 years.
“We are excited about the move to Leavenworth and the growth opportunity it will provide our company,” said Chris Klimek, President of Central Bag. “We currently operate out of a 6 story building, and the move into a 250,000 sq. ft. building on one level will allow us to operate more efficiently and expand our products and services.”
Central Bag Company was established in 1929, and in 1989 became 100% employee owned. The company manufactures textile bags, as well as imports and distributes paper, burlap, cotton, polyethylene and woven polypropylene bags and other packaging products. Central Bag will manufacture bags locally as the company plans to increase its business.
“We welcome this outstanding company,” said Steve Jack, Executive Director of LCDC. “This is further evidence that Leavenworth County is a great place to do business.”
LCDC teamed with the Kansas Department of Commerce and the City of Leavenworth to assist in the company’s relocation. In order to encourage the initial group of employees to relocate to Leavenworth, LCDC worked with the City and the Leavenworth County Port Authority to offer moving expenses to those existing employees.
“We’re excited to welcome Central Bag Company to Leavenworth,” said Kansas Department of Commerce Secretary Bill Thornton. “Despite the nation’s economic challenges, we continue to see great companies like Central Bag coming to Kansas to expand their business. We appreciate Central Bag’s commitment to our state and our workers.”

August 7th, 2009 Department of Veterans Affairs Announces New Consolidated Patient Account Center (CPAC) for Leavenworth, Leavenworth County, the City of Leavenworth, and the Leavenworth County Port Authority are pleased to announce that the Department of Veterans Affairs (VA) has selected Leavenworth, Kansas to be the location of a new Consolidated Patient Account Center (CPAC). This center will create 400 new jobs with an estimated payroll of at least $20 million per year.
“After visiting the Leavenworth VA campus, I contacted the VA Chief of Staff to emphasize why Leavenworth was the best fit for this center, and I am glad the VA made the right decision. Not only does the decision prove to be a victory for improved veterans’ health care management, it is also a welcome boost for the economy of northeast Kansas,” said Veterans Affairs Committee member Congressman Jerry Moran.
The CPAC project will be located in a 60,000 sq. ft. building to be rehabilitated on the Dwight D. Eisenhower VA Medical Center grounds. The rehabilitation and reuse of these buildings was made possible through the efforts of the Veterans Administration Leavenworth for Opportunity to Reuse (VALOR) group. In 2002, the VALOR group began work with the VA to find a developer to lease the abandoned historic buildings on the campus. The developer selected was Pioneer Group Inc./Eisenhower Ridge Association (PGI/ERA) located in Topeka, Kansas.
PGI/ERA had originally intended to utilize Kansas Historic Tax Credits on the CPAC project. However, the Kansas State Legislature significantly limited these tax credits at the end of the 2009 legislative session as one of many last minute maneuvers to balance the state budget. This move increased the developers costs and to ensure that the project was possible Leavenworth County, the City of Leavenworth, and the Leavenworth County Port Authority created an economic development incentive package totaling $1.5 million over 10 years to reduce the costs of redevelopment.
“This announcement is a proud moment for this community as Leavenworth County and city officials have worked hard to bring this center to the area,” said Moran.
Construction on this project will begin by the summer of 2010, with mid-year 2011 targeted as the date for CPAC operations to begin. Leavenworth County, the City of Leavenworth, and the Leavenworth County Port Authority thank Senator Pat Roberts, Senator Sam Brownback, Congressman Jerry Moran, and Congresswoman Lynn Jenkins for their help in securing this important project.
