Commercial and Industrial Development
Goal:
To attract new and expanding existing companies into the existing
public and private industrial parks and available commercial property
and ensure availability of industrial park land to meet future needs.
Objective:
1. Complete grading and infrastructure development in existing publicly
owned parks, to include connectivity to fiber-optic telecommunications
lines.
2. Create through spec buildings if necessary the availability of
industrial building(s) in public and private industrial property.
3. As required, identify and plan acquisition of publicly owned
industrial land.
Action Steps:
1. Continue close coordination with Leavenworth County Port Authority
(LCPA) regarding grading and infrastructure development.
2. Develop a program of work with affected municipalities and LCPA
to provide for improved signage and grounds maintenance.
3.Develop a time - lined plan with LCPA to continue and expand spec
building program, consistent with available funding and economic
conditions.
4. Continue marketing efforts to potential commercial and as industrial
tenants.
5.Assist owners of private industrial parks in leveraging LCPA powers
to their advantages.

Infrastructure System
Goals:
1. Improve north-south access between Leavenworth County population
centers
2. Improve access between Leavenworth County and the Interstate
Highway System (specifically, I-435, I-29, and I-70).
3. Improve access between Leavenworth County and KCI.
4. Improve interconnections between Leavenworth, Johnson, and Douglas
Counties.
5. Establish a general aviation airport in Leavenworth County.
Objective:
1. Increase the clout of the LCDC Infrastructure Committee.
2. Continue to support fully the MoDOT 92/10 Corridor study.
3. Raise the Missouri River Bridge project to “funded”
status on the KDOT System Enhancement Project list.
4. Obtain an interchange on the Kansas Turnpike/I-70 in southern
Leavenworth County.
5. Convert Sherman Army Airfield (SAAF) to a municipal airport.
Action Steps:
1. Seek city/county representation to LCDC Infrastructure Committee.
2. Develop a comprehensive county-wide position regarding Infrastructure
priorities, funding, and economic impacts for use by LCDC Infrastructure
Committee.
3. Continue to engender Federal support (including Ft. Leavenworth)
for Infrastructure projects.
4. Ensure compatibility and consistency with MARC transportation
plans.
5. Seek FAA approval for designation of SAAF as a municipal airport.

Public and Private Economic Development Coordination
Goal: Build public and private coordination for economic development
projects and activities in Leavenworth County.
Objective:
1. Increase public and private sector financial support for LCDC.
2. Provide for heightened public and private sector understanding
of the value and benefits that result from economic development
projects and growth.
3. Instill a general consensus that LCDC is the lead economic development
organization among members of the public and private sectors.
4. Ensure an ecologically sensitive approach to economic development
county-wide.
Action Steps:
1. Create a Utilities Committee to involve all local utilities in
meeting growth needs in Leavenworth County.
2. Involve private development interests in development planning
to ensure views/concerns of all ecological stakeholders are addressed
in development planning.
3. Publish a development focused newsletter for distribution to
area business, industrial and governmental leadership.
4. Prepare development news information, such as press releases
on new or expanding companies, for wide distribution including the
local and regional media.
5. Maintain regular contact with local, state and federal elected
and appointed officials.
6. Establish public recognition of private investments and job increases.

Information - Data Base
Goals:
1. To develop, maintain and disseminate a wide range of current
and historical statistical and other information in support of economic
development.
2. Present Leavenworth County in the best possible view as a prosperous
and growing county.
Objective:
1. Be recognized by all public and private entities as the primary
source of timely, accurate and reliable economic development information
on Leavenworth County.
2. Provide the information needed to support the successful location
of new private investment and the creation of new jobs.
Action Steps:
1. Obtain and assemble relevant information from public and private
sources for dissemination to the widest possible audience.
2. Develop and maintain a web site as the pre-eminent source of
economic development information, statistical and development news,
on Leavenworth County.
3. Publish, with wide distribution, a quarterly development focused
newsletter to the media, businesses, and elected and appointed officials.
4. Bring attention, through news releases and other means, information
that presents a significant positive image on Leavenworth County
and the accomplishments of new or existing business in terms of
new investments or job creation accomplishments. |
